![]() Chief Clarence D. Williams, III Clarence Daryl Williams, III. He accepted the position of Chief of Police for the City of Riviera Beach in 2002 and was no stranger to community service and activism. His involvement in community service spans several decades and includes the following organizations and commissions: NAACP-Cincinnati Branch, State of Ohio Minority Police Officers Advisory Task Force; Ohio Governor’s Commission on Socially Disadvantaged Black Males; President of Golden Bears Youth Baseball Program, Hawks Youth Basketball and Hilltop Youth Football Program. He participated in the design and implementation of the Palm Beach County Youth Violence Prevention Project – an innovative crime prevention strategy now employed in Riviera Beach; was appointed in 2005 as a member of the Florida Supreme Court's Task Force on Judicial Planning Committee; is active on the Representative Maria Lorts Sachs Committee on Gang Violence Prevention; the North Area Municipal Association of Chiefs (NAMAC) and in 2007 was appointed to the Florida Department of Juvenile Justice Detention Risk Assessment Instrument Review Committee (DRAI). Mr. Williams' professional career includes outstanding achievements in law enforcement and the legal profession. He is a graduate of the University of Cincinnati School of Arts and Sciences, where he earned a dual (B.S.) Bachelor of Science Degree in Criminal Justice and Political Science, as well as an (A.S.) Associate of Science Degree in Police Science. As a testament to his ability to multi-task on many fronts he began his matriculation in law school while working full-time as a Cincinnati Police Officer, and in 1982 he earned his (J.D.) Jurist Doctorate from the University or Cincinnati College of Law. From 1983 to 1989 he successfully practiced law as Senior Partner in the law firm of Williams & Shabazz, L.P.A., with a focus on Employment Litigation, Civil Rights Litigation and Family Law. Mr. Williams also has a long history of giving back to the local and national community, particularly to those in needs, and his creative skills of designing and implementing successful programmatic thrusts has garnered him the reputation of being a manager extraordinaire. A few of the programs he is credited with authorizing include: designing the Comprehensive Reform Plan to Improve Police Community Relations and Reform Police Services, 1997, 2001; initiated a Federal Mediation Process to improve Police Community Relations, 1997; initiated City Manager's Citizen Police Review Panel, chaired by former Ohio Governor John Gilligan, 1995; designed and implemented the following: Citizen Police Academy; Student Police Academy; Civilian Ride-Along Program; and Police Peer Counseling Program, to name a few. In addition to working with his peers, Mr. Williams' passion for mentoring young people is one that is close to his heart. During the years of 1997-2001 (while on loan from the Cincinnati Police Department), he served as President and CEO of the Citizen's Committee on Youth (CCY), a youth social service organization. As head of CCY, Mr. Williams was responsible for an $8.5 million budget and for providing services to over 7,000 youth annually. The primary mission for CCY was to provide job training, mentoring, education and personal development skills to youth throughout the Cincinnati metropolis. Since his arrival in Riviera Beach, Florida, as Chief of Police, Mr. Williams has been instrumental as a change agent in building stronger community relations while enhancing the police services which the agency provides to its citizens. Mr. Williams has worked tirelessly to improve the image of the Riviera Beach Police Department, to restore public confidence in the Department and create intra-agency partnership to improve overall police services for the community. During his first sixteen months of service Chief Williams has transformed his agency by hiring over forty Police Officers and Support Staff, completing a Five Year Strategic Plan for the Department, and completing acquisition of a $1 million dollar enhanced telecommunication system. Under his watchful eye the Department implemented and expanded several programs; such as Citizens on Patrol, Department Employee Newsletter "OPERATION STREET CORNER", OPERATION CLEAN SWEEP', CHIEFS' NIGHT-IN", the creation of the POLICE CHIEF'S ADVISROY COMMITTEE, and "ROLL CALL" - the Riviera Beach Police Department Community Information Television Magazine designed to provide Riviera Beach with the latest information related the Riviera Beach Police Department. As Chief, he represents his agency as a member of several notable organizations including the International Association of Chiefs of Police (IACP); Law Enforcement Planning Committee (LEPC); National Association of Black Law Enforcement Executives (NOBLE); Florida Police Chiefs Association (FPCA); Palm Beach County Chiefs of Police (PBCCOP); and the National Forum of Black Public Administrators (NFBPA).
