HURRICANE ISAIAS UPDATES

PBC ORDERS, ACTIONS & ANNOUNCEMENTS

*NEW* VIDEO: PALM BEACH COUNTY OFFICIALS GIVE AN UPDATE ON PREPARATIONS FOR HURRICANE ISAIAS AHEAD OF THE STORM
During a news conference at the Emergency Operations Center, County Officials gave an update on preparations and response measures for Hurricane Isaias.​

DECLARATION OF STATE OF LOCAL EMERGENCY - HURRICANE ISAIAS
A state of local emergency is in effect in Palm Beach County and may be extended as necessary.

EXECUTIVE ORDER 20-181 EMERGENCY – HURRICANE ISAIAS
Governor DeSantis issued Executive Order 20-181, declaring a state of emergency in the following counties as Hurricane Isaias approaches Florida: Brevard, Broward, Clay, Duval, Flagler, Indian River, Martin, Miami-Dade, Monroe, Nassau, Okeechobee, Orange, Osceola, Palm Beach, Putnam, Seminole, St. Johns, St. Lucie, and Volusia.

*NEW* SHELTERS
Palm Beach County is forecast to receive Tropical Storm force winds and possible Hurricane force winds from Hurricane Isaias beginning this evening. We encourage those who reside in mobile homes or homes that are unable to withstand hurricane force winds to seek shelter with family, friends or co-workers who reside in a more sturdy structure within Palm Beach County. We have opened 4 shelters to accommodate residents who have no other sheltering option and a pet friendly shelter for animals only for those residents that reside in Volunteer Evacuation Zone A beginning at 8 am on Saturday, August 1st. Volunteer Evacuations for Zone A is for residents living in a manufactured/mobile home or sub-standard housing.

A voluntary evacuation order has been issued for Zone A and for any areas or properties with manufactured/mobile homes, homes with substandard construction, and homes in flood-prone areas. Those who reside in mobile homes, homes unable to withstand heavy winds, or homes vulnerable to flooding are encouraged to seek shelter with family or friends who reside in a more sturdy structure. Four general population shelters, a special needs shelter, and pet-friendly shelter are open to accommodate residents who have no other sheltering option. As of 4:00 p.m. Saturday, there were 150 people checked into the shelters. Everyone must be screened before entering. Anyone with a fever will be isolated from other guests.

Palm Beach County has contacted all Special Needs Shelter clients to inquire on their need to be sheltered at the South Florida Fairgrounds facility.

The four general population shelters are:

  • Lake Shore Middle School: 425 W Canal St. N, Belle Glade
  • Palm Beach Gardens High School: 4245 Holly Dr., Palm Beach Gardens
  • Palm Beach Central High School: 8499 Forest Hill Blvd., Wellington
  • Park Vista High School: 7900 Jog Rd., Lake Worth
  • Animals only shelter for residents sheltering at Park Vista High School - West Boynton Recreation Center: 6000 Northtree Blvd., Lake Worth

Shelters will be setup to accommodate social distancing. Families will not have more space, but spaces between families will be larger. Residents should be prepared to take cleaning items with you like soap, hand sanitizer, disinfecting wipes or general household cleaning supplies to disinfect surfaces.

If you go to a shelter, make sure to bring a three-day supply of water per person, special-diet foods, at least two changes of comfortable clothing, prescription and emergency medications, bedding materials,
facial coverings, hygiene items, important documents, medical records, and special items for family members who are elderly and disabled.

​Residents are strongly urged to shelter in place if safe to do so. It is safer at home. Those utilizing designated shelters will be screened, temperatures taken and required to wear facial coverings. Facial coverings are required for everyone over the age of 2.

The Emergency Information Center, 561-712-6400, is staffed 24 hours per day for residents with questions regarding sheltering and hurricane preparedness.

*NEW* PALM BEACH INTERNATIONAL AIRPORT
There are no further planned air carrier operations today. Please be aware that this is NOT an airport closure. The terminal building is closed since there are no other planned air carrier operations for the rest of today. Staff remains on-site to ensure that they are able to reopen tomorrow for the first arriving flight, which will be based on anticipated airline schedules taking into account early morning cancellations.

*NEW* PALM TRAN CEASES OPERATIONS
Due to the possible impacts of Hurricane Isaias, Palm Tran will ceased operations today, Saturday August 1st, 2020, at 4pm. Regular service will resume beginning Monday, August 3rd, 2020. Stay safe and thank you for riding Palm Tran.

*NEW* ROAD AND BRIDGE
County Engineering & Public Works has taken down several hundred non-essential traffic signal heads to reduce weight and minimize damage. A GIS Signal app will be utilized after the storm to bring all signals back up to speed faster. Residents are advised to proceed with caution and intersections with no signal and treat them as a four-way stop.

​All bridges to the barrier islands are locked down. Spans will not open for any boat traffic.

*NEW* TRI-RAIL SERVICE SUSPENDED
​ Tri-Rail services will remain suspended Sunday, August 2, as it will be restoring the corridor to be back in service Monday, August 3.

*NEW* PORTS CLOSED
​Effective 8:00 am on 8/1/20, the Captain of the Port has ordered the Port of Palm Beach, Ft Pierce, and Port Everglades closed to all inbound and outbound traffic until further notice.

*NEW* SOLID WASTE AUTHORITY
It is anticipated that all SWA facilities and operations will reopen Monday, August 3 and waste collection in unincorporated Palm Beach County will resume as usual. This will depend on a post-storm evaluation of all SWA facilities for damage, and is subject to change. The SWA will provide updates as necessary. 

Those who live in a city should contact their municipality for information on the status of collection service in their community. A list of city contacts [swa.org] is available on the SWA website. 

*NEW* PARKS AND BEACHES
Parks and beaches will be closed on Sunday, August 2 until cleared to open. Mounts Botanical Gardens will be closed Sunday, reopening on Tuesday.

BCC ADOPTS EMERGENCY MANAGEMENT ORDINANCE 2020-013 AMENDMENTS
On July 28, the Board of County Commissioners unanimously adopted Emergency Ordinance 2020-013. The measure amends Article II of Chapter 9 of the Palm Beach County Code of Ordinances known as the Emergency Management Ordinance, which provides procedures for managing emergencies.

LIMITED EXTENSION OF MORTGAGE FORECLOSURE AND EVICTION RELIEF
Executive Order 20-180 has been extended until 12:01 a.m. September 1.

RESTRICTING OPERATING HOURS OF RESTAURANTS, FOOD ESTABLISHMENTS AND OTHER BUSINESSES
Palm Beach County Emergency Order 2020-015

No establishment permitted to serve food for on-site consumption, whether indoor or outdoor, shall serve food between the hours of 11:00 p.m. and 5:00 a.m. Delivery, drive-through, pick-up, or take-out services are permitted for off-site consumption.

EXTENSION OF FACIAL COVERINGS DIRECTIVE
Palm Beach County Emergency Order 2020-16
Extension of the facial coverings directive Emergency Order 2020-012 has been extended until 12:01 a.m. August 23. This order applies in all incorporated and unincorporated areas of Palm Beach County.

ALL HEALTH CARE DISTRICT OF PALM BEACH COUNTY TESTING SITES SUSPENDED
All COVID-19 testing will be suspended at all Health Care District of Palm Beach County sites. These sites include the FITTEAM Ballpark of the Palm Beaches, the Delray Beach, Lantana, West Palm Beach, Jupiter and Belle Glade Clinics and the mobile clinic, Scout. On Monday, August 3, there will be no testing at the FITTEAM Ballpark of the Palm Beaches site, but other locations will be assessed to determine if they are safe to open.  While testing is suspended, the C. L. Brumback Primary Care Clinics will follow normal business hours. Call the Health Care District's Testing Hotline during business hours on Monday at 561-642-1000 to check if appointment scheduling for testing has resumed.​​

*NEW* CARES RESTART BUSINESS GRANT PROGRAM OFFERED FROM PALM BEACH COUNTY
The Palm Beach County Board of County Commissioners (BCC) approved the CARES Restart Business Grants Program to accelerate the reopening of businesses hardest hit by COVID-19. The $60 million Business Restart Program uses a portion of the county's $261 million allocation from the Federal CARES Act approved by Congress. The BCC has dedicated $50 million toward businesses with 25 or fewer employees and $10 million towards businesses with greater than 25 employees. The application period is now over but could reopen if grant dollars remain after the current applications are processed.

Locations for CARES Act Rent and Utilities Document Drop-off and Application Assistance
The PBC Community Services Department (CSD) has added new locations to help applicants who have submitted CARES Act applications and need assistance with uploading pending documentation, verifying eligibility and/or processing the application only.

Applicants may make an appointment to submit documents at CSD's drive-thru intake, located at 810 Datura Street, West Palm Beach, and 1440 Martin Luther King Jr. Boulevard, Riviera Beach, on
Tuesdays and Thursdays from 8:30 a.m. to 11:30 a.m. and 1 to 4 p.m.  Please call (561) 355-4792 to make/confirm appointments and find out the drive-thru hours.

FOOD RESOURCES
Tuesday and Thursday food distributions continue to be held from 10 a.m. to 12 p.m. at 51 locations across the District.

Grab & Go Meals are FREE to students 18 years of age and younger (22 years of age and younger for ESE students), regardless of financial need. 

Feeding South Florida will distribute free food for families at select schools on Tuesday and Thursday.

Palm Tran passengers will now begin boarding through the front door starting August 12, 2020. Palm Tran passengers will board through the front and exit through the back doors. Palm Tran will begin collecting fares on all services starting August 16, 2020. Stay Safe!
